What Is the FDA 503A Bulks List? A Plain-Language Explainer

Why this list exists

Under Section 503A of the Federal Food, Drug, and Cosmetic Act, traditional compounding pharmacies may use certain bulk drug substances when compounding for individual patients — but only when those substances meet statutory conditions. One of those conditions is that the bulk substance appears on a list developed by FDA through notice-and-comment rulemaking (often called the **503A Bulks List** or Category 1 list).

In plain terms: the list is FDA’s formal inventory of bulk substances that may be used for compounding under 503A when other requirements are also met. It is not a product approval, and it is not a safety or effectiveness “stamp” for any finished preparation.

How substances get considered

Stakeholders may nominate substances for FDA review. FDA career staff prepare briefing materials, and FDA’s Pharmacy Compounding Advisory Committee (PCAC) may vote on a recommendation. That recommendation is advisory. FDA still must:

1. Review the evidence and the committee’s input

2. Issue a Notice of Proposed Rulemaking (NPRM) if it proposes to add a substance

3. Collect and respond to public comments

4. Issue a final rule before formal listing is complete

What the list is not

- It is **not** FDA drug approval for a finished product
